The Unsuccessful Fight for Promotion Reform in the Regional Leagues: Hermann Winkler’s Bitter Truth

The injustice of promotion to the 3rd league with direct promotion places for the regional league squadrons West and Southwest has been fought for years. As is now clear: unsuccessfully fought.

The Association in the Northeast (NOFV) had activated a campaign with its boss and DFB Vice Hermann Winkler (60), which was to end in a change in the previous promotion scheme.

Hermann Winkler speaks the bitter truth

Arguments, discussions, emotions – everything that officials and associations presented with their representatives was ultimately not suitable for the intended reform. Winkler: “Bavaria followed our content, the north did not. So we won’t be fighting for an extraordinary DFB Bundestag, which should have addressed the issue. But we remain active in the talks.”

The next scheduled Bundestag is in 2025. But there, too, there is no prospect of corrections if the topic is placed again.

Winkler speaks a bitter truth: “In the past we have often used the argument that we have the strongest of the five regional league seasons. However, we have lost our last three duels for promotion to the 3rd division.”

Fans in the east love the regional league

Lok Leipzig missed promotion against SC Verl (2020/2: 2 and 1: 1). BFC Dynamo followed (2021/against Oldenburg 0:2 and 2:1) and most recently Energie Cottbus (2023/against Unterhaching 1:2 and 0:2).

Interesting: In the period from 2013 to 2018, the Northeast champions had to play in the decider for promotion after each season. The respective relay winner was supposedly better able to deal with this permanent obligation. From six duels there were five times the winner (RB Leipzig, 1. FC Magdeburg, FSV Zwickau, Carl Zeiss Jena, Cottbus) and thus promoted from the Northeast season.

The north-east must now come to terms with the circumstances. Winkler says: “The existing regulation remains unfair. But it makes more sense if we focus on stabilizing our clubs. In this way, we have better chances of success with our representatives again in the duels for promotion.”

Winkler wants to motivate the local clubs to accept the current situation as an opportunity. He explains: “We want to make our regional league even more attractive. I’ve often heard from fan circles recently that they can and want to do more with attractive regional duels than with some opponents in the 3rd division.”
