New Football Rules Introduced by IFAB for the 2023 Season: Including Restrictions on Goalkeeper Provocations and Other Changes

Ease of field ‘invasion’

In the event that a goal is scored with someone on the field who is not part of the 22 athletes in play, the bid must be reviewed and determined whether he had an influence. This standard covers several scenarios and can be interpreted as a way to avoid any external interference.

The referees are now instructed to disallow a goal in this case if a substitute, substituted player or player prevented from entering the scoring team’s field has been instrumental in the play. The rule also applies to club staff members. In this way, the game would be restarted with a direct free kick from the position where the extra person was.

If the interference comes from an external agent, such as a federation delegate, for example, the game is restarted with a dropped ball. Now, if the influence was from any member of the team that took the goal, it must be validated.

Logically, if the invasion is from a fan, the game is interrupted, since the flexibility applies to participants of the event itself. In short, it’s a way to less restrict the presence of reserve players and coaches on the pitch, even if it’s just a few centimeters. Previously, it was summarily prohibited, but it was common to see it happen in tense moments, especially in additions.

With the intention of having more opinions on the field and ensuring that there are no embezzlements, federations will now be able to nominate more referees to be part of the teams responsible for the game. Now, reserve assistant referees and additional assistant referees will be allowed, who will be able to assist them horizontally, in the same way as the starters.

The text amended by the IFAB makes it clear that these assistants will be able to participate in the decisions. In addition to a safety margin of personnel in case an arbitrator is unable to continue, the distribution of functions can bring new perspectives regarding the discussion and understanding of a move. The big question is whether this cannot take even longer the decision-making on the field, since, currently, the VAR already takes a long time at certain times.

Extra bonuses for goal celebrations

The duration of the game is also a matter of concern for the IFAB, so new rules to make it more rushed were thought; one of these is the addition of add-ons for extended goal celebrations.

Currently, the referee can extend the late stoppages because of substitutions, goal revisions, medical care and many other situations. Now, if a team celebrates a goal for too long, more minutes can be added after the regulation 45 minutes. As it is not an “exact” rule, like offside, it will depend on the referee’s interpretation.

While the offside rule is not opinionated, the outcome of a move that results in the same often is. Thinking about it, the IFAB specified situations that no longer characterize impediment, classified as “deliberate attitude”. In addition to the more obvious ones, such as intercepting a wrong pass or cutting, the following scenarios were also highlighted.

If the ball was not moving fast, being in the control of a player who deflected it. If the player had time to coordinate his movements when deflecting the ball and it fell to an opponent.

That is, everything will depend on whether the move was in the style of the last player who deflected it. In a game situation, if the point guard gives a pass to a teammate in a legal condition, but, at the time it touched a defender, he was in an offside position, these nuances are now considered. If there has been time to “prepare” for the interception, the receiver will be in legal condition.
