The new rules against distractions in penalties, inspired by Dibu Martínez?

It was known that the controversial strategies used by the goalkeeper of the Argentine National Team, Emiliano Martínez, when facing penalties they had provoked admiration on the one hand and resentment on the other. And what was confirmed this Friday was expected International Board, the body that manages the football regulations and regulates the modifications that are introduced over time. The Dibu set a trend and, although it is never officially recognized, it inspired new articles, which prohibit distractions to the penalty kicker.

The intention of the new regulation is avoid both a prior talk and actions delaying the execution, such as touching some part of the goal or the net itself or throwing the ball far away, in order to sterilize the frame in which the action will take place and avoid negative effects on the performer. The changes will take effect as of July 1.

What the new regulation says about the execution of penalties

“The goalkeeper You must stay on your own finish line. between the two goalposts but without touching these, the crossbar or the net, and in front of the kicker until the ball hits. the goalkeeper shall not behave in such a way as to unlawfully distract the kicker. For example, it will not delay the execution of the penalty or touch the posts, the crossbar or the net of the goal. It is clarified that, with his conduct, the goalkeeper there will be no disrespect for football or the adversary. For example, distracting the kicker in an illegal way.”

The International Board and other changes in the regulations: intruders, penalties and cards

The body also resolved that if someone outside the game is within the limits of the field during a goal, this may be validated if the intruder did not intervene in the playin what also seems to be a response to the fact that if Dibu Martínez did not achieve his spectacular save on Kolo Muani in the final of the Qatar 2022 World Cup, the goal could have been canceled due to the invasion of France’s substitutes.

Also, it was determined that the sanctions during a series of penalties will not be more cumulative than the previous ones, so If a player who had a yellow card commits another offense during the shots and is cautioned, they will not receive the red card.

Finally, the entity clarified how fouls that result in penalties will be handled: the offender will receive a yellow card if he committed it in dispute of the ballotherwise (grab, push or attempt not to play the ball) will see the red.
