IFAB creates “anti-Dibu Martínez” rule for the 2023/24 season

The main change in the rules concerns the behavior of goalkeepers in penalties, prohibiting them from trying to distract opponents

Emiliano “Dibu” Martínez was the best goalkeeper at the World Cup in Qatar and one of his characteristics is to sting, irritate and destabilize opponents, especially on penalties. The IFAB (The International Football Association Board), meanwhile, released new rules to apply from 2023/24, and the main measure is to prohibit behavior of this type (rule 14).

The new rule has the following text: “The goalkeeper must remain on the goal line, facing the penalty taker, between the posts, until the ball is kicked. unfairly distract the scorer. For example: delaying the execution of the kick or touching the posts, crossbar or goal net.” And the explanation follows: “It is clarified that, with his behavior, the goalkeeper will not lack respect for football or the opponent, for example, distracting the penalty taker in an anti-regulatory way.”

Another changed rule is that goal celebrations are now considered for the injury time given by the referee.
