StatoQuatidiano, 26 January 2023. The multipurpose field between via Achille Grandi and via Castrillo it still needs urbanization works for its use. It is a visible structure behind the baseball field, covered by a blue and white awning, stationary and never used as the sewer network, the water network, the methane gas network section and the electrical system network are missing. Evaluation of the costs to carry out the works, around 80 thousand euros.
Delivered as we see it today from the outside in 2018, in 2021, in June, a management decision approved the completion works, for the aforementioned sum, including the company that was supposed to carry them out.
The last determines in the praetorian register on one of the “unfinished” of Foggia – about to touch the record of slowness from the approval of the project to its delivery to the city-regards the appointment of a new Rup to replace the person in charge of the procedure since 2013 who “is absent from the Service as of 03.10.2022”. To the surveyor Vincenzo Maffei takes over from Massimo Pietradura, hence the managerial decision signed by Eng. Paolo Affatato.
The act was necessary “in order to unlock the impasse procedure and at the same time proceed with a first rotation and settlement of the workloads and skills within the Public Works Service – consistently and in application of the objectives of the Pdo (Plan of objectives, ed) and the Ptpct (Three-year plan for the prevention of corruption and transparency, ed) of the municipal administration”.
The project for a covered multi-purpose soccer field, entitled to ‘Francis Marcone’, was born in 2011. Twelve years have therefore passed since the Ministry of the Interior communicated to the Municipalities the possibility of presenting proposals to be nominated for funding under the Pon 2007/2013 named “I play Legal”.
Funding approval came in 2013 – when the Rup was also appointed by the public works management – for an amount of € 512 thousand. A report of the delivery of the works was drawn up in 2018, in June 2021 the Municipality of Foggia communicated that the works were in the “finish straight”. After a year and a half, however, ongoing adjustments and acknowledgment of the impasse on the procedure are necessary.
To consider that works to make it usableand this is not a trivial detail, “cannot be financed by the Ministry, as provided for in the agreement signed for the implementation of the intervention”.
The use of the multipurpose field – close to the baseball field, we could say a “small sports center” – in addition to being an important structure for the city, would enliven a suburb where, for example, the former S. Paolo field it is in a state of abandonment as well as covered in weeds, where the containers continue to be part of the Campo degli Ulivi land, where the gymnasium in via Alfieri, of the Vittorino da Feltre school, once also used by private companies in the after-school period, is closed.
