The works will start in March 2023. The building permit is filed. Les Coteaux elementary school, in Saint-Pierre-du-Vauvray (Eure), near Louviers, will benefit from a second youth. The aging premises are no longer suitable for the reception of schoolchildren and their teachers. It is for example impossible today to have more than 19 people per class, due to the absence of an emergency exit.
“Financial pitfall for the municipality”
The safety and compliance worksite PRM (person with reduced mobility) and thermal rehabilitation of the school as well as the cellars represents a significant cost: 974 300 euros TTC.
The City of Saint-Pierre-du-Vauvray alone supports nearly 26% of the sum, or approximately 211,000 euros. The rest (74%) is subsidized at 221,000 euros for the State via the DETR (Endowment of equipment for rural territories), at 193,000 euros for the Department of Eure and at 186,000 euros for the Agglomeration Seine-Eure via competition funds. “It’s a financial abyss for the municipality,” concedes Laetitia Sanchez, environmental mayor.

The Town Hall’s objective was to achieve a Low Energy Building (BBC)which would represent a gain in energy performancecompared to the current level, of approximately 44 % ! A level reached thanks to the replacement already carried out several years ago of the gas boilers of the elementary school (those of the kindergarten were changed two years ago). And if it was planned to install a double flow VMC system, the Town Hall retained manual ventilation. “With the new joinery, there will be no worries,” said the mayor.
Work schedule
Work will start in March and should be finished in October 2023 (seven months). The maximum will be done during the school holidays between these two dates (from February 11 to 27 / from April 15 to May 2 / from July 8 to September 4). “The least invasive work will be done on an occupied site during school periods. We may have to relocate school catering, for a few days or weeks, to the village hall, ”says Laetitia Sanchez. In other words, certain nuisances will be felt during the works.
Site meetings will begin after the February holidays.
To support this investment, Saint-Pierre-du-Vauvray has chosen the path of borrowing. “There has been no substantial work in this school for nearly 40 years,” notes the city councilor.
Asbestos, lead and mushrooms
It should also be known that asbestos had been detected during the diagnosis in several places: floor rooms on the first floor, coatings and paintings of the walls and ceilings on the first floor and slate roofing on the first floor.
Lead – “with significant concentrations”, in the words of the study – was also noted in the paintings of the hall of the school canteen.
As to parasitic diagnosis, he draws these conclusions: “The presence of lignivorous fungi with cubic rot has been identified at the level of the framework of the school canteen. These fungi could have developed due to the poor sealing of the covers. »
In short, it was time for the school to enjoy a makeover. But this could result in the undesirable consequence of the closure of an elementary school class, since there will no longer be the threshold limit of 19 people per class. And National Education is indeed considering this closure for the start of the school year in September 2023.
