Minutes of the Standing Committee of the Departmental Council Wednesday August 24, 2022

The Standing Committee took place this Wednesday, August 24, 2022 under the chairmanship of Cyrille Melchior. Elected officials have voted numerous financial aids in the areas of agriculture, environment, sport, roads, cooperation, integration and social.

FOCUS

AGRICULTURE: €105,000 for beekeepers

A new aid is voted to support beekeepers in the small hive beetle control which causes the rapid destruction of bee colonies. No effective treatment exists against this parasite and the only emergency prophylaxis is to burn the hive and its swarm.

The intervention of the Collectivity will be focused on the acquisition of preventive traps, and the maintenance of the continuity of the production of honey for the uninfested hives. The system would in particular make it possible to maintain a honey flow of litchi 2022 and to avoid a disruption in the supply of marketing circuits.

A grant of €1,500 per trap is validated, for an overall financial envelope of €75,000. Additionally, a grant of 30 000 € is granted to the Cooperative Structure COOPEMIEL (SCA de Miel Bourbon) for the acquisition of a mobile honey extraction unit which will make it possible to avoid the transport of executives and will benefit all beekeepers in the area.

SPORT: €400,000 for Reunion’s participation in the JIOI

The 11th edition of the Indian Ocean Islands Games (JIOI) will take place in July 2023 in Madagascar. The Collectivity will support the leagues and committees in the preparation of the athletes concerned by awarding them a subsidy for an amount of 170 000€. 550 Reunionese athletes will represent the island in 24 competitive disciplines.

In addition, a departmental subsidy in the amount of 225 000€ is voted in favor of Regional Olympic and Sports Committee (CROS) for the participation of the Reunionese delegation.

ROADS: More than €1.8 million voted for work on the RD55 – Plaine des Palmistes

Redevelopment work on the RD55, known as “Rue Richard Adolphe”, will be carried out between PR0 and PR1+100 at Plaine des Palmistes, with a view to improving traffic conditions for soft modes of travel. Plans include the development of cycle lanes in both directions and the creation of sidewalks.

The total budget amounts to €2,857,788, including €1,859,110 at the expense of the Department.

AGRICULTURE

More than €21,000 for the recultivation of wasteland

As part of the departmental system in favor of mobilization of agricultural land10 hectares of fallow land will be able to be brought back into cultivation, through 1 expansion project and 6 sales to SAFER (which undertakes to return the land as soon as possible to primary farmers).

A total amount of bonuses of 21 539,04 € is mobilized.

€30,000 for a new AMApéi

L’“Osez Péi” association will receive an investment grant of 30 000 € for the creation of a new AMAPei in the East. This Amapéi is made up of 6 farmers who are committed to providing consumers with quality food products throughout the year, in the form of fruit and vegetable baskets with a rich and varied production: various market gardening, fruits, honey , processed products, chickens.

Supported local festival: €6,000 allocated to the Plaine des Palmistes

A grant in the amount of 6 000 € is allocated to the municipality of La Plaine des Palmistes for the organization of its “Flower Market” from October 28 to 30.

ENVIRONMENT: Nearly €400,000 allocated

Plan 1 million trees: development of the plan with associations

As part of the implementation of 1 Million Tree Plan (P1MA), associations MAOTEO, La Raffinerie and CEDTM (Center for the Study and Discovery of Sea Turtles) will receive a global endowment of 326 000€ for the production, planting and maintenance of 23,000 seedlings over a period of three years.

The “Sea Rescuers” association supported

A grant in the amount of 50 000 € is granted to the association “National Society of Rescuers at Sea”, with a view to modernizing the launches of Saint-Pierre and Saint-Gilles.

Projects on adaptation to climate change: €23,500 voted

Three associations, Tifripri, Arts Pour Tous and Agathe will receive a block grant of 23500€ for the implementation of projects dealing with the challenges of adapting to climate change and the fight against the precariousness of the Reunionese population.

CULTURE

€20,000 voted for the Mariamen Temple Cultural Association

A grant of 20 000 € is validated for the benefit of theCultural Association of the Mariamen Temple of Grand Bois for carrying out work to bring the temple up to accessibility standards as part of a “republican contract of engagement”.

Partnership between the IHOI and the Franco Mozambican Cultural Center

As part of the program of “appropriation of the iconographic heritage of the Indian Ocean by the populations” financed by Europe, the Historical Iconotheque of the Indian Ocean (IHOI) will conclude a partnership with the Franco Mozambican Cultural Center in for the implementation of several projects (artist’s residence, scientific symposium) as well as residences “Iconographic heritage of the Indian Ocean”.

SPORT

More than €40,000 for the departmental college sports challenge

The 3rd edition of the Departmental Sports College Challenge will be organized on Friday, October 07, 2022 at the Champ Fleuri sports complex in collaboration with the services of the city of Saint-Denis and in technical partnership with the National Union of School Sport (UNSS). 50 middle schools are invited to present a mixed team of 22 middle school students (11 girls and 11 boys) from the 6th and 5th grades.

The young people will be decided at the end of the classifications carried out in 8 disciplines: throwing of weighted bag, Ninja course, 4×200 m relay, deadlift on a course, basketball, games of skill, tug of war, archery, rock climbing. Thematic workshops will also be offered to young people on environmental protection, health/sport, nutrition, addiction prevention and the dangers of smoking. A total budget of 37 700 € is voted to this effect.

INSERTION

The Regional Plan for Women’s Entrepreneurship (PAREF) provides for the implementation of actions to promote and support women’s entrepreneurship within the framework of a call for projects. In this respect, a financial contribution from the Department of up to €6,000 has been recorded in favor of support for the creation of a business for 12 women beneficiaries of the RSA according to the projects presented within the framework of the call for projects of the PAREF.

SOCIAL

L’Handidactic association will receive a grant of 18 000€ for the establishment of the Departmental Committee of the “Romain Jacob Charter” which proposes 12 ways to improve access to care for people living with disabilities, the deployment of the Handifaction barometer on the island and the awareness of professionals health.

HABITAT

The Departmental Action Plan for Accommodation and Housing for Disadvantaged People (PDALHPD) in La Réunion is a partnership scheme piloted jointly by the State and the Department. It defines, for a period of five years, the departmental policy in favor of access and maintenance in housing for disadvantaged people and is led by the ADIL. As such, a grant in the amount of 12000€ is allocated to ADIL for the period from July 1 to December 31, 2022, with a view to leading the PDALHPD.

COOPERATION REGIONALE

Getting out of emergency situations: Nearly €170,000 to Trans Mad’Développement

A grant of 168 052,50€ is attributed to the association Trans Mad’Development for its sustainable development project in southern Madagascar, which aims to provide a concrete and sustainable response to the problems of access to water, food insecurity and local development in order to overcome emergency situations.

€30,000 to support the Eau de Coco Réunion association

L’Reunion Island Coconut Water Association will receive a grant of 30 000€ for the continuation of an integrated local development operation in Madagascar (Tuléar) which pays particular attention to the mothers and children of Tuléar and in particular to child victims of violence.

AIR AUSTRAL: €5 million to support SEMATRA

As part of Air Austral’s restructuring plan, the elected members of the Standing Committee have approved, in an emergency procedure, the Department’s participation in the recapitalization of SEMATRA through a financial contribution of a maximum amount of €5 million.
