Certification of sniffer dogs for the 2024 Olympics: “We need 300 more”

The state wanted to control private security companies and their scout dogs. To this end, a national and unique certification center in cyno detection will open in the coming weeks, with the aim of securing the 2024 Olympic sites.

How did the certification center project come about?

Today, and this is new, the state authorizes private security companies to have exploding dogs. Previously, there was only the State, the police and the gendarmerie, including the RAID and the GIGN, the deminers, the SUGE agents (SNCF), the army, the airport, the customs and the penitentiary. But there were needs. The Olympics were an accelerator: all operators want to guard against the risk of an attack. Both for stadiums and for cultural facilities, large hotels, fan zones, etc. State services could not meet the demand alone. We only have 350 explo dogs. We need 300 more. In this project, there is also an economic stake. We wanted to reduce the interventions of the deminers on all the false alarms.

How will you control this new business?

Private security companies are therefore authorized to operate with explosive dogs, but under state control. We’ve been working on this project for two years. In the spring, there are legal texts that will come out to regulate this new profession, in addition to the global security law of May 2021. Our certification center should open at the end of 2022, in Biscarrosse, in the Landes, just for the private. There, the dog handlers will be in the hands of about twenty state examiners.

What does this certification consist of?

They must first hold a security guard card, issued by the CNAPS (National Council for Private Security Activities), with twelve weeks of training. Then, there will be a screening of candidates, clean criminal record, morality investigation, etc. On site, we will test these master and dog crews with simulation tests. The idea is also to standardize skills: detection exercises with explosive molecules, in a reconstructed train car, offices, theaters.

The validity of this certification will only be valid for a renewable period of twelve months. Afterwards, we will do blind tests in the field. The sesame will cost them around 1,000 euros. There will undoubtedly be an “explo dog” crest or armband. The first certifications are scheduled for the end of 2022.
