(Ulsan = Yonhap News) Reporter Gwangmu Heo = Ulsan City announced that it had approved the completion of the Onsan National Industrial Complex’s ‘Underground Oil Storage Base Construction Project’ as of the 23rd.

This project is to build a storage base that stores 10.3 million barrels of oil in an underground common area (18m wide, 30m high, 2.97km long) of 980,000 square meters in Haknam-ri, Onsan-eup, Ulju-gun. It was completed on November 19th.

In particular, this project is evaluated as an exemplary case of coexistence between the private sector, public corporations, and local governments.

In June 2013, according to the S-Oil agreement with Korea National Oil Corporation, KNOC sold a part of the land tank site to S-Oil and promoted the underground oil storage base project on the remaining site.

S-Oil has built a petrochemical complex on the site of an above-ground tank, and KNOC has replaced the 33-year-old above-ground tank with a semi-permanent underground storage facility that is safe from natural disasters and external attacks.

Ulsan City, as the project approval authority for the Onsan National Industrial Complex, was in charge of mediation and administrative support so that the petrochemical complex facility and the oil storage base underground construction project proceeded smoothly.

Stockpiling bases normally store oil and supply oil in case of emergency, thereby maintaining smooth oil supply and demand, maintaining stable prices, and reinforcing energy security in Korea.

The city expects that it will be an opportunity for Ulsan to take a leap forward as an energy hub and an oil trading center in Northeast Asia by utilizing the oil stockpile base and petrochemical cluster.

In the upper part of the underground storage base, Haknam Park and a landscape green area of 380,000 square meters were created.

The park is equipped with a 4.5km walking trail, a fitness center, a badminton court, and a rest area to be used as a resting space for industrial workers and citizens.
