Two interventions for a total funding of 800 thousand euros deriving from hydroelectric fees were approved on Friday morning by the regional council, on the proposal of the councilor for public works, Enrico Melasecche: green light for the regatta and archery fields. Piediluco. Meanwhile, the Democratic Party of Terni specifies: “The ok, but the law on revenues linked to water canons and related criteria has been approved by the center left.”
Financing Green light for the two projects proposed by the Municipality of Terni. The funded initiatives fall within those provided for by the Regional Law 12 of 2018, in favor of the territories affected by the activities of the plants of large derivations of public water for hydroelectric use, for the extraordinary maintenance, adaptation and construction of sports facilities aimed at hosting championships and events national sports federations recognized by the Italian National Olympic Committee (Coni), with the signing of specific protocols, agreements or understandings between the local authority that owns the reference facilities, the Umbria Region and the Sports federation concerned.
Rowing and archery Two expressions of interest of 400 thousand euros each: «The Umbria Region – explains the commissioner Melasecche – has published a specific notice in which only the Municipality of Terni participated and presented two expressions of interest. The first for completion interventions for the adaptation of the regatta field for the sport of rowing on Lake Piediluco (1st functional functional lot), aimed at hosting international championships and events, with a request for 400,000 euros and the second for interventions for the adaptation of the federal archery field through the construction of the new sports facility (1st functional functional lot), aimed at hosting international championships and events accompanied by the documentation required by the regional notice, with a request for 400,000 euros. The regional council – concluded the commissioner – therefore approved the allocation of the total sum of 800 thousand euros, for the year 2021, to the Municipality of Terni and at the same time also the protocol of understanding between the Umbria Region and the Municipality of Terni for the implementation of the proposed interventions ».
Water fees The Democratic Party of Terni expresses a positive opinion with respect to the assignment of water canoes for the two interventions, but in the same specific area: “It is necessary to remember – we read in a note from the group leader Dem Francesco Filipponi – how this assignment of resources starting from the rejection of last August relating to the investigation relating to the expression of interest in the use of water fees (part destined for sports facilities) 2021, at the federal rowing center, then considered non-compliant by the Umbria Region with respect to what governed by regional law 12/2018 and subsequent implementing acts, due to incorrect requirements set out in the announcement by the municipal administration of Terni “. From 2019 to today: «Our advising group – continues Filipponi – had immediately made known the incongruities present in the first of the municipality of Terni for the allocation of resources. It was therefore necessary to proceed in a very short time with a new notice. Despite the past criticisms of water fees by the center-right, and in particular for the part destined for sports facilities for the three-year period 2019 – 2021, today the same line-up, using the same criteria and the same amounts contested at the time, points out the positivity of the interventions, failing to mention that the law was approved in the previous regional legislature by the then center-left majority. It is also useful to remember that for the year 2019 the Umbria Region, together with the municipality of Terni, had already identified for another project than the one now definitively approved in these days after the rejection of August, the federal rowing center as the recipient of 800,000 euros for the adaptation of the structure to the standards for international competitions, also for the purpose of presenting any candidates for the rowing world championships, after sharing the objective with the Federation itself, with the Coni, with the Carit Foundation, with the Erg company and with the rowing club of Piediluco. The resources identified for 2019 must be specified once again, for the redevelopment of the federal rowing center, they went in surplus of the regional budget, due to the delay with which the municipality of Terni signed the agreement with the Region of Umbria , the rowing federation and ERG, and were not subsequently made available to the municipalities. For the year 2020 it was therefore necessary to use new resources, which should have been used in 2019, in order to pursue the objectives contained in the agreement for the redevelopment of the federal rowing center “. Water fees: “We conclude – says the leader of the Democratic Party – by reiterating the positivity of the allocation of 800 thousand euros of resources deriving from water fees to the sports facilities of the federation (ie rowing and archery), reminding the at the same time that the law on revenues linked to water charges and the relative criteria was approved by the center-left, when the center-right of the time criticized the methods of use and the amounts, which have remained unchanged today ”.
