In search of the ideal solution: 2G, 2G plus, 3G – what now applies in which federal state? – Politics

Disaster in Bavaria, “alert” in Baden-Württemberg: The corona virus continues to spread strongly in the republic and most states are tightening their “G” regulations before the upcoming federal-state summit.

The warnings of a severe Corona winter with tens of thousands of new infections and overloaded intensive care units, which were given in advance by experts in abundance, have come into effect and now national fathers and mothers are hastily trying to put a stop to the pandemic disaster.

But does the end justify the means? The nationwide virus data offer little room for interpretation. The high level of new infections every day goes hand in hand with vaccination rates that fall short of the scientifically and politically required targets. At the same time, numerous clinics are working to the limit and the number of Covid 19 deaths is accelerating towards the 100,000 mark.

Nevertheless, the epidemic situation of national importance is to end on November 25th – this is what the traffic light parties SPD, Greens and FDP want, which are expected to provide the future federal government soon. That is why they are pushing for an amendment to the Infection Protection Act (IfSG), which largely transfers pandemic policy responsibilities back to the federal states.

The majority of countries, however, do not want to wait for November 18, which is decisive for the draft law – keyword pandemic dynamics – and has already gone on the offensive. Other countries, on the other hand, are still struggling to find the right course. An overview.

Berlin on the way to 2G plus

As the first federal state tightened Saxony its pandemic restrictions. Since November 8th the 2G-Rule. Indoor catering as well as leisure and cultural facilities are therefore only accessible to vaccinated and convalescent people. But that’s not all: In the country with the nationwide highest seven-day incidence and the lowest vaccination rate, the Corona Ordinance will be adjusted again so that, among other things, 2G also applies to retail (but not to shops with basic supplies) and Christmas markets. Saxony expects the health system to become overburdened this week.

Even Bayern is grappling with an almost unleashed pandemic dynamic. The incidence values of Bavarian regions, together with Saxon districts, are at the top nationwide. That is why Prime Minister Markus Söder ordered the disaster last week. The previously enacted 2G-Rule has now been tightened again “2G for almost everything” had announced the CSU boss. Jobs, body-hugging services, church services and university events in the largest federal state will therefore remain 3G-privileged, so a test certificate is the third option. Speaking of tests: clubs and brothels can if desired 2G more use.

Since this week, the number of Covid-19 patients in intensive care units in Baden-Wuerttemberg clearly the mark of 390 – from this threshold more drastic measures are in the house. “We will reach the ‘alert level’ on Wednesday,” said Prime Minister Winfried Kretschmann, referring to far-reaching 2G rules. Similar to Bavaria, for example, exceptions apply: 3G in retail and at work, and church services, public transport and basic providers remain unaffected.

A far-reaching one 2G-Rule has been in place since this week too Berlin. But the Senate around Mayor Michael Müller, who is still in power, wants more than the status quo: the current requirements for the capital could become a so-called 2G-Plus rule as early as next week. At the beginning of the week, the SPD politician warned: “It will be more uncomfortable and complicated not to be vaccinated or recovered.” Well, then 2G Plus and thus even more uncomfortability – in the form of minimum distances, mask requirements and test verification requirements for everyone. Like Berlin also has Brandenburg tightened its guidelines. The country with the fourth largest number of cases nationwide has the containment ordinance on 2G adapted, access to restaurants, hotels and cinemas is therefore limited. However, unlike in Berlin 3G, the new rules provide for body-hugging services and public festivals with up to 1000 visitors. However, the retail trade remains unaffected by any Gs. Special cases Bremen, Saxony-Anhalt and Schleswig-Holstein

Bremen can get through the pandemic comparatively lightly, which is why the city-state still relies on freedom of movement within the framework of the nationwide requirements. The system of warning levels does not currently sound the alarm.

For the people in Hamburg it is stricter. From next Saturday, the Senate will convert the previously applicable 2G option model into a 2G obligation around. Gastronomy, Christmas markets and body-hugging services (except for hairdressers) are now subject to the tightened restrictions – but not retail and public transport. “We hope that the situation in Hamburg will continue to develop steadily so that we can get through the winter safely,” said First Mayor Peter Tschentscher, referring to the still relaxed situation in the clinics in a nationwide comparison.

The restrictions in Hessen: According to the Corona step-by-step plan, the so-called 3G plus. In other words: Unvaccinated people who have not recovered from Covid-19 must show a negative PCR test in restaurants and at events. 2G is optional for organizers and restaurateurs.

In the northeast, the requirements are frayed: Two regions are introducing a 2G obligation this Wednesday – because in Mecklenburg-Western Pomerania a regional corona traffic light determines the procedure. If a region achieves orange status, it takes effect 2G obligation. The government of the re-elected Prime Minister Manuela Schwesig made a corresponding change to the measures at the beginning of the week. So far applies in the country 3GHowever, Schwesig expects a change of course to 2G soon. The 2G option model is already available for the catering industry.

Also in Lower Saxony a step-by-step plan shows the way. Although there is a corresponding new regulation, the rules are still comparatively mild. According to Prime Minister Stephan Weil, the state will gradually be switched to 2G, but currently this is only happening regionally. A revised regulation with stricter requirements is to come soon.

Are still in North Rhine-Westphalia the reins relatively loose, but a comprehensive one 2G in the leisure sector is already casting its shadow. The new Prime Minister Hendrik Wüst announced this recently – for the coming week. Even more: In “situations with a particularly high risk of infection” – namely at carnival celebrations and in clubs – should therefore 2G more to grab. Wüst, who chairs the Prime Minister’s Conference, spoke out in favor of standardizing 2G nationwide with a view to the Bund-Länder-Round on Thursday. The 3G rule in the workplace remains untouched in NRW for the time being.

As in Lower Saxony, for example, the residents of Rhineland-Palatinate only in the coming week stricter rules. The government in Mainz is apparently waiting for the decisions of the Bund-Länder-Rund, and it also firmly expects pandemic pressure to move. “It will definitely be stricter next week”Health Minister Clemens Hoch told the SWR. The state currently relies on a warning level model that initially relies on 2G plus.

The Saarländischer Rundfunk headlines: “Hans wants 2G in Saarland.” So far, so simple. So far, the little one continues Saarland generously on 3G in line with the Saarland Plus model. But Prime Minister Tobias Hans is also planning tougher measures for his country with a view to the pandemic – for the time being, however, only on said 2G in indoor areas. A corresponding change in the rules is planned for the coming week.

Even Saxony-Anhalt insists on the status quo for the time being – and that is 3G. A new regulation provides for a 2G option model. But it is generally assumed that the government in Magdeburg is still waiting for the federal-state summit to adjust the rules again.

In the far north, it seems, the pandemic is less powerful than in the south of the republic, for example. The incidences are the lowest. Thus sets Schleswig-Holstein on comparatively permissive rules. Specifically: In the land between the seas, the Corona regulation is only two days old 3G with compulsory rapid testing for unvaccinated and unconcealed people.

For Thuringia Similar to Saxony, according to Prime Minister Bodo Ramelow, things are not looking good. “Our health system has reached the limit,” said the left-wing politician on Tuesday and announced significant tightening. From Thursday, 2G will apply across the board in the Free State, excluding retail and church services. (with agencies)
