Brandon Lowe hit two long balls, as the Rays handed the Orioles a 12e consecutive setback.
Baltimore was outclassed 113-36 during the streak. In May, the Orioles lost 14 straight games.
Kevin Kiermaier and Mike Brosseau also slammed home runs for the Rays, who are 12-1 against the Orioles this year.
Josh Fleming (10-6) allowed two runs and six hits in five and two-thirds innings.
Against Paul Fry in the sixth, Phillips sent a ball to the left center field fence.
Center fielder Cedric Mullins let the rebound slip, and left fielder DJ Stewart had to put it back in the infield. Phillips narrowly managed to beat the interceptor relay.
Austin Meadows gave the Rays a 2-1 lead with a two-run triple in the fourth against Matt Harvey (6-12).
In the next set, Kiermaier and Lowe’s solo homers made it 4-1.
Harvey gave up five runs and five hits in four and two-thirds innings. Before the game, he was 3-1 and a 1.65 average since the all-star break.
