Sports collaborators bonus: payments are underway

After a long wait, the declaration of the State Secretary to the Presidency of the Council of Ministers with responsibility for Sport, Valentina Vezzali: i are ready payments foreseen for sports collaborators.

The Sostegni bis Decree, issued in May 2021, has indeed confirmed the indemnity provided for sports collaborators, already established by the Refreshments Decree, which provides for a bonus from variable value between 1200 euros and 3600 euros overall.

As stated by Vezzali to the microphones of the Gazzetta dello Sport:

“Procedures have been started for the accreditation to Sport and Health of the resources necessary for the payment of the bonus pursuant to the Sostegni bis decree”

News much more than expected from beyond 400 thousand sports collaborators which for months had been awaiting the release of the bonus payments foreseen for the category.

This is the second delivery, after the one that took place in the period of March 2020, launched by the Ministry of Economy and Finance.

The Sostegni bis Decree therefore gives further support to the Italian economy, with the provision of new non-repayable liquidity.

Sports collaborators bonus: when the payment will be made

After the OK from the Ministry of Economy and Finance, they were the procedures necessary for accreditation have been released to the company Sport e Salute SpA of all the financial resources preparatory to the payment of the bonus intended for sports collaborators.

Starting from 30 June 2021, as required by the Sostegni bis decree-law, in fact, the procedure for carrying out the wire transfers for the period of April-May 2021.

As already happened on the first occasion, or in March 2020, Sport e Salute SpA started the procedure to make the transfers already in the 24 hours after receipt of the credit by the Ministry of Economy.

However, as Optimagazine also indicates, it is not possible to indicate with certainty a date for receiving bank transfers relating to the payment of the bonus for sports collaborators for the period of April and May 2021.

But the Sport e Salute company, which to date has not provided any official feedback on the matter: all that remains is to wait, has just announced having made the required transfers.

As reported on its own website, in fact, Sport e Salute confirmed that it had made the transfers within the following 24 hours starting from the moment in which the funds from the Ministry of Economy were received.

The payment of contributions which, also on the basis of the controls carried out by the Revenue Agency, involve 137,071 sports collaborators, for a total of 156.744.800 euro.

Who are the sports collaborators who are entitled to the bonus?

There is no doubt that one of the economic sectors that was most affected by the Covid 19 pandemic was sports.

Precisely for this reason, already with the Conte government, within the “Cura Italia” Decree (Legislative Decree no. 18/2020) funds allocated to help sports collaborators, clubs and associationsi.

But let’s see in detail what the new Decree of the Draghi Government, the Sostegni bis decree, provides for the category of sports collaborators.

As specified in article 44 of the decree, in fact, the indemnity that will be paid in these days by Sport e Salute spa is aimed at all subjects who for various reasons they have a collaborative relationship with:

  • CONI – The National Olympic Committee;
  • CIP – The Italian Paralympic Committee;
  • the different ones national sports federations, the associated sports disciplines and the sports promotion bodies recognized by CONI and CIP;
  • the amateur sports clubs and associations.

The basic requirement is that all of these entities have ceased, reduced or suspended its business due to the economic crisis following Covid 19.

As indicated by Leggi Oggi, in addition to the attestation of the collaboration in place with CONI, CIP, national sports federations or amateur sports clubs and associations, in fact, those who intend to benefit from the incentive they must not simultaneously be earners of:

  • other earned income;
  • Basic income;
  • emergency income;
  • unemployment benefit;
  • social safety nets and one-off COVID-19 indemnity provided for example for seasonal or show business workers.

In the event that the sports collaborators are receiving or have received another of these financial income, they will not be able to benefit from this incentive.

As reported by Sport and Health, the new indemnity provided for sports collaborators is paid by automatic bank transfer to all those who were recipients of the previous bonus envisaged and paid for the months of March, April, May, June, November, December 2020 and / or that relating to the months of January, February and March 2021.

They will be able to access this second phase of the bonus for sports collaborators even those who had not previously received it.

In this case, all registration procedures must be carried out on the dedicated Sport and Health portal.

As with all the numerous bonuses that have been paid out in the last year and a half of the pandemic, the State will carry out sample checks to verify the actual possession of the requisites requested by the beneficiaries of the bonus.

Sport e Salute SpA always reports that it will be the same company that was responsible for disbursing the funds to carry out checks on the actual possession of the requirements. In the event of non-possession of the same, in fact, Sport and Health will take care of the recovery of the Bonus previously provided, with the responsibilities provided for by the Criminal Code forundue receipt of public contributions (ex art. 316-ter. cp).

What is the bonus amount?

Those who are entitled to the new bonus for sports collaborators have already received in the past days, from the company that deals with the disbursement of the transfers, or Sport e Salute spa, a mail in which they were called to confirm possession of the prerequisites for receiving the incentive sums for the period April – May 2021.

L’total amount of the incentive that is awarded only one, for the year 2021, detached from the monthly salary mechanism, varies according to the requirements of the collaborators.

It was in fact followed by a proportionality criterion, based on the total remuneration received during 2019, i.e. the tax year preceding COVID.

Specifically, as indicated in more detail Sport and Health, the amount is equal to:

  • Bonus of € 2400.00 in total for subjects who in the 2019 tax period received remuneration for sports activities in excess of € 10 thousand per year;
  • Bonus of 1600.00 euros in total for those who received remuneration between 4,000.00 and 10,000.00 euros in 2019;
  • Bonus of 800.00 euros in total for collaborators with 2019 salaries of less than 4,000.00 euros per year.

You also help with suspended sporting activities

As indicated in article 10 of Decree number 73, important incentives are also aimed at all of them amateur sports associations and clubs who found themselves forced to suspend sporting activities due to the Covid 19 pandemic.

the offices are also working to allow the definition of the methods of disbursement of the 180 million envisaged by the DL Sostegni Bis as a non-repayable grant for Asd / Ssd.

On 11 June, in a specific act of the Presidency of the Council of Ministers, in fact, the Sport Office has indicated the methods and terms of access.

The Sostegni Bis Law Decree in fact underlines that 180 million euros have been allocated, for 2021, for the “Single Fund for the support of sports associations and amateur sports clubs”, previously established by the Conte government in 2020 with the “Refreshments” Decree. (Legislative Decree No. 137/2020).

As reported by Leggi Oggi, in this sense the Government wants to simplify access to credit provided for sports clubs in two ways:

  • on one side with the support al Guarantee fund, already established with law no. 289/2002, incentivized with an investment of thirty million euros for the year 2021;
  • On the other, through the Special fund for interest rate contributions, provided for by Law no. 1295/1957, with contributions of thirteen million euros for the year 2021.

It comes however the deadline for the granting of guarantees and contributions extended to 31 December in interest account, in favor of the sports sector.

To date, however, the practical aspects of disbursement of funds allocated to support sports associations remain pending. In fact, the appropriate Prime Ministerial Decree must be awaited, which must be set up and put into practice within and no later than sixty days following the conversion into law of the Legislative Decree Sostegni bis.

In general, however, the Draghi Government seeks with these bonuses and incentives to meet the various sectors of the sports world which have been heavily damaged due to the restrictions and limitations envisaged during this year and a half for the containment of the Coronavirus infection.

The beneficial effects will certainly be in the long term, all that remains is to wait for the funds and see the results.
