Richard Frederick Phelps, better known as Digger Phelps (Beacon, July 4, 1941), is an American basketball coach, active at the NCAA level.

He coached the University of Notre Dame for 20 years, from 1971 to 1991. He reached the finals of the NCAA Division I Basketball Championship on 13 occasions, competing in the final four in 1978.
