Changes in football International Board 2020 – International Football – Sports


The International Board (Ifab) approved to extend the option of five changes in national competitions that end in December 2021 and the international ones that conclude in July 2022, as well as to rehearse from next January additional permanent substitutions for possible concussions.

By videoconference at their annual meeting, members of the Ifab agreed that the current impact of the pandemic in football, it must remain in constant review to take the appropriate measures, so the General Assembly that will be held on March 5, 2021 will revisit the temporary amendment to Law 3, which allows the five changes.

Regarding substitutions for possible cases of concussions, the Ifab decided apply protocols as rehearsals from next January following consultations with experts in the field, team doctors, player representatives, coaches, competition organizers, referees and experts in the rules of the game.

In the event of a possible or actual concussion, the player in question must be permanently removed from the game to protect his well-being, but his team must not be left in numerical handicap.

For the Ifab this measure prevents a player from suffering another concussion during the match, since the players multiple incidents of head injuries can have consequences very serious; sends a strong message because in case of doubt the player is retired but there is no numerical disadvantage and reduces the pressure on medical personnel to make a quick assessment.

It can also be applied to all levels of the game, including the part of football that is played without doctors or qualified personnel.

Regarding the hands and the different interpretations, the Ifab indicated that its members agreed that the Annual General Assembly (AGM) next March should examine more clarifications and agreed that the referees should judge the position of the hand / arm in relation to the movement of the player so that “the body takes up more space in an unnatural way.”

As reported by Ifab, during the session the Fifa reported on possible future practical considerations related to offside and the latest developments in WHERE, in particular on future innovations to have more affordable systems that allow competition organizers with more limited budgets to use this technology.
