The idea is to stop with economic bleeding and inject 275 million euros (250 million pounds) to avoid a financial disaster among the 72 English football clubs. The proposal would involve the Premier, the League Cup (EFL Cup now Carabao Cup) and the Community Shield.

The proposal is to reduce the Premier from 20 to 18 teams. That change would take effect for the 2022/2023 season, and for those variations to be made, four clubs are expected to be directly relegated and two promoted from the Championship. In addition, there would be ‘play-offs’ between the sixteenth team of the Premier League, against the third, fourth and fifth of the Second Division.

Another determination is to change the format of the League Cup, and the Community Shield, which is the match between champions, which only has charitable purposes, but is not very important in England, would be eliminated.

Liverpool and Manchester United hope to confirm the backing of England’s other big teams: Arsenal, Chelsea, Manchester City and Tottenham Hotspur. In addition, Everton, West Ham United and Southampton, would join in the proposal. The idea is that at least six of those nine clubs vote in favor of the proposal in order to be approved.
