Charges will be charged against a former prosecutor who investigated the resale of tickets for the 2018 World Cup qualifying rounds. – Investigative Unit


Former prosecutor Yajaira Cáceres Pacheco will be notified in the coming days that her former colleagues in the bunker found merit to summon her before a guarantee control judge to answer for a conduct that, they consider, is located in the penal field.

The measure, which until now is handled under total reserve, has surprised those who know Cáceres. It is about a reputed former official who participated in emblematic cases such as the death of the student Sergio Urrego; in the teams of investigators that located Walter Patricio Arizala, alias Guacho, dissident of the Farc guerrilla, killed in an operation in 2019, and in other cases against mafias.

The Prosecutor’s Office advances in the imputations for the case of resale.

But the process by which they are going to summon her is related to the information revealed by EL TIEMPO last May, which investigated the alleged delivery of gifts by members of the Colombian Football Federation (Fedef Fútbol) to officials linked to the investigation into the resale of tickets for the qualifiers for the 2018 World Cup in Russia.

This is the second bad news received in less than 8 days by the football ‘tsars’, some of whom were in Barranquilla, on the first day of the qualifying round for the Qatar World Cup, in 2022.

Eight days ago, EL TIEMPO exclusively revealed the decision of Andrés Barreto, superintendent of Industry and Commerce (SIC), to confirm the fines of 18,352 million pesos to leaders of the Colombian Football Federation (FCF) and to individuals for the network that it was woven for the resale of qualifying tickets for the World Cup in Russia.

The file was even sent to the Prosecutor’s Office and the United States Department of Justice, because Luis Bedoya, protagonist of ‘Fifagate’, was involved.

And in the case of former prosecutor Cáceres, the Federation’s headquarters had already been registered on two occasions by Dijín officials. How does the former prosecutor fit into the case?

It was she who initiated the investigation into the theft of some ticket machines and a machine with which they were falsifying ballots. Those same investigations led her to know, for at least six months, the notorious case of the resale of tickets for the Colombian National Team matches.

In dialogue with EL TIEMPO, the former prosecutor was emphatic that when she was in charge of the case, the Federation was not being investigated. In fact, just now the Prosecutor’s Office is evaluating the alleged payment of bribes to award the contract for the ballots, revealed by EL TIEMPO in 2018.

And the Fedef Fútbol?

Although the former prosecutor assured that she was in the World Cup in Russia, she said that she can prove that tickets, tickets and stays were paid with her credit card. In addition, he explained that he attended the knockout matches on undercover missions.

However, in the file there would be photos of him and a close friend, taken on the track of the Metropolitan Stadium in Barranquilla.

And Ramón Jesurún himself admitted to Dijín (who performs judicial police duties) that he authorized the delivery of three double passes for a person who turned out to be close to the then prosecutor, corresponding to the matches that the national team played in the first round of the World Cup in Russia.

The former prosecutor has been emphatic that she did not receive anything from members of the Federation and that her conduct is bound by the law. But the impeachment hearing is scheduled for November 18.

EL TIEMPO contacted the criminal lawyer Julián Quintana, attorney for the former prosecutor, who assured that they have not been notified of any decision.

After reiterating that his client has not incurred in any irregularity, he stated that the most recent action in the process was a hearing in which some interceptions made to Yajaira Cáceres were declared illegal.

He also said that apparently the prosecutor in the case was transferred to Nariño and then resigned.

It is not yet known if any member of the Federation ends up linked to this process. But the Prosecutor’s Office is yet to define whether to criminally bind the czars fined for the plot of the resale.
