Europe Faces Major Rocket Shortage as Satellite Demand Set to Peak by 2030

Europe faces a looming aerospace crunch as a surge in satellite manufacturing threatens to outpace available launch capacity by 2030, according to European Space Agency Director General Josef Aschbacher.

Speaking to the Financial Times, Aschbacher warned that European demand for orbital launches will peak between 2029 and 2031. The bottleneck stems from a heavy schedule of upcoming missions, including the European Union’s Iris2 secure communications constellation, ongoing maintenance for the Galileo navigation system, and the Copernicus Earth observation network. Several countries, including Germany, are also developing independent constellations, while the ESA builds satellites for the defense ministries of Greece, Spain, and Poland.

The cadence gap between European and international providers remains stark. SpaceX completed 170 launches last year, compared to eight for Europe. While those figures encompass different mission profiles and vehicle classes, they highlight a massive disparity in flight frequency. The United States and China have placed hundreds of satellites into orbit over the past five years amid surging civil and military space investments.

A key factor in the American commercial advantage is reusable rocket technology. By recovering certain elements rather than rebuilding entire launch vehicles for each flight, operators reduce costs and increase departure rates. Europe is only now recovering from a transitional launch drought. Ariane 5 completed its final flight in 2023 before its successor, Ariane 6, was operational, forcing European programs to rely on international providers such as SpaceX for certain missions. Ariane 6 debuted in July 2024, followed by the return to flight of Italy’s Vega-C launcher in December.

With independent access restored, European space officials face the challenge of scaling flight frequency. Ariane 6 is targeted to ramp up to nine or ten launches annually, with the ESA evaluating funding requirements to push that capacity toward 15 flights per year. Vega-C faces a similar scaling imperative.

The urgency behind these deployments is driven by shifting geopolitical and operational demands. More than 600 military satellites currently operate in orbit, with the United States, China, and Russia pouring substantial resources into national security space architectures. Satellites now anchor critical communications, positioning networks, and defense surveillance.

While Ariane 6 features a payload capacity of approximately 22 metric tons, production rates and ground infrastructure constrain total throughput. Emerging European commercial startups are developing smaller launch vehicles and auxiliary spaceports across the continent to supplement heavy lifters. However, the 2030 horizon remains a critical juncture. That year aligns with the projected peak in launch demand and the targeted full operational capability of Iris2. The 290-satellite constellation forms part of a program alongside GOVSATCOM designed to curb European reliance on American solutions like Starlink.

Financial backing has expanded to meet these industrial demands. ESA member states approved a record budget for the 2026–2028 period, up from the preceding cycle. National contributions include funding from Germany, France, and Italy. As commercial demand swells—including payloads contracted for Amazon’s Leo constellation—Europe’s primary challenge may soon shift from attracting clients to rationing scarce launch slots.
