The policy targets an ambitious benchmark: ensuring that by 2030, over 98% of primary school students meet official physical fitness standards.
Hanoi Implements Sports Selection for 2.3 Million Students
School administrators are establishing conditions for students to access a variety of disciplines, align with their personal interests, and engage in consistent training through an approach where physical education is gradually orienting toward expanded content, diversified sports, and connecting physical activities with student demands. The municipal shift follows broader national directives concerning youth health and athletics. “Physical education and school sports must be at the base of the strategy for the development of the Vietnamese people,” To Lam stated. “A nation that aspires to health must start from children. A strong sports system must start from schools.” The General Secretary and the President further proposed launching a more impactful movement to encourage every citizen to choose at least one suitable sport to practice regularly,
noting that a dynamic society must originate from the physical activity habits of all citizens.

Hanoi Schools Mandate Morning Exercise and Develop Sports Clubs
To support the initiative, Hanoi schools are enforcing a daily 15-to-20-minute morning exercise routine across all kindergartens and primary institutions while simultaneously developing sports clubs and activities tailored to specific needs.
Hanoi Scales up Competitive Events and Extracurricular Activities
Alongside classroom instruction and specific institutional methods designed to help students exercise, interact, gain experience, and discover talents, local administrations are scaling up competitive events. For the 2026-2027 term, Hanoi set a target for 100% of schools to run regular extracurricular activities and sports competitions. Districts like Hoang Mai maintain annual fixtures including youth summer football tournaments and the Phu Dong Sports Festival.
