Germany faces a real and imminent threat of being drawn into a violent conflict with Russia due to Moscow’s escalating shadow war against European democracies, according to the head of Germany’s foreign intelligence service. Martin Jäger, head of the Federal Intelligence Service (BND), delivered the warning during an annual public parliamentary hearing of intelligence chiefs in Berlin.
The stark assessment arrives as European security officials increasingly track hybrid attacks, airspace violations, and sabotage operations across the continent. With Berlin serving as Kyiv’s primary financial and military benefactor in Europe, intelligence agencies warn that the country’s critical infrastructure and democratic institutions have become primary targets for Kremlin interference.
Intelligence Warnings Shape Berlin Security Assessment
Germany risks direct entanglement in a violent clash with Russia, Jäger told lawmakers during the public intelligence hearing on Monday, October 5. He pointed to an attempted drone attack in August targeting a Ukrainian cargo plane in Leipzig as a concrete example of the active threat facing the country.

Berlin intelligence officials report a sustained campaign of cyberattacks, infrastructure sabotage, and unauthorized drone intrusions across German territory over recent months. While the BND sees no immediate indication that Moscow is preparing a full-scale military invasion of Germany, Jäger warned that low-intensity military actions remain a distinct possibility, particularly in the Baltic states.

At the same time, he reiterated that Moscow would retaliate against any direct aggression and reserved the right to deploy its nuclear arsenal if Russian territory faced existential threats.

Jäger characterized Germany as a major roadblock to Russia’s hegemonic ambitions in Europe, transforming the nation into a primary target for Russian interference campaigns, including persistent nuclear intimidation.

Brussels and NATO Track Wider Hybrid Campaign
Germany’s warnings align with broader security alarms raised across the European Union and NATO regarding intensified hybrid operations within the transatlantic alliance. During a press conference in Brussels alongside Moldovan Prime Minister Vasile Tofan on Monday, October 5, EU foreign policy chief Kaja Kallas denounced a sharp rise in hybrid attacks, sabotage plots, and airspace violations orchestrated by Moscow.
Concluding his remarks to lawmakers, the BND chief emphasized that Germany’s resolve will dictate Moscow’s next moves. Russia is testing Western boundaries, Jäger noted, adding that any sign of hesitation from European capitals will likely invite the Kremlin to ramp up pressure even further.
