France Provides Two-Thirds of Ukraine Intelligence
France supplies two-thirds of the intelligence delivered to Ukraine, according to statements made by Emmanuel Macron on Jan. 15, 2026. This operational capability relies on the satellite and electromagnetic systems operated by the Direction du Renseignement Militaire (DRM). The military intelligence agency has undergone a significant transformation following years of underfunding and structural challenges.
Creil Base Anniversary Marked in Low Profile
The DRM marked its 30th anniversary on June 16, 2022, with a subdued gathering at the Creil air base in the Oise department. Jacques Langlade de Montgros, who took over leadership of the agency, opted for a low profile, with only two former directors attending the event while others declined invitations. Established after the Gulf War to provide the government with sovereign intelligence on active theaters, the agency historically operated in the shadow of the DGSE.
Structural Reforms Following Leadership Changes
In March 2022, Eric Vidaud was removed from his position as head of the DRM seven months after his appointment, following disagreements with Thierry Burkhard, the chief of staff of the armies, and internal miscalculations regarding military developments in Eastern Europe. Following the leadership change, the operating budget of the agency increased by more than 30 percent. Nicolas C. was appointed to lead the intelligence exploitation sub-direction, introducing a specialized oversight unit designed to challenge internal assumptions.
Independent Assessments Build Agency Credibility
The operational capacity of the DRM gained distinct traction on Nov. 15, 2022, when the agency internally challenged early American assessments regarding a stray projectile that struck a farming village in Poland. Internal analysis established that the incident stemmed from a technical malfunction involving Ukrainian air defense rather than a Russian strike. This assessment reinforced the position of the agency within the French intelligence architecture, operating alongside the DGSE to provide independent evaluations to the executive branch.
