City authorities in Stade have declared a residential building in the Altländer Viertel unbewohnbar and ordered its immediate closure due to severe, health-endangering living conditions, according to the municipal administration. The enforcement action, carried out by the local building inspectorate in the presence of police officers, targeted a multi-family house found to be entirely without running water or heating systems.

Deplorable Conditions Exposed by Tenant Plea
The municipal intervention followed a direct request from a resident who asked city officials for emergency shelter after enduring deplorable conditions inside her apartment and throughout the property. In late August, municipal staff visited the premises to inspect the claims and documented severe structural and environmental hazards.
According to the city administration, inspectors found black mold coating the walls, a sharp and pungent odor permeating the air, and a complete absence of running water. The affected resident reported that she had been forced to rely on neighbors for basic sanitation needs, utilizing their bathrooms and toilets.
Systemic Neglect Across Multiple Units
During their on-site inspection, city workers examined two additional apartments within the multi-family complex and determined that those units suffered from similarly substandard and hazardous environments. The total lack of utilities combined with extensive mold growth prompted immediate administrative action.
Carsten Brokelmann, a city councilor in the Lower Saxony municipality, explained the decision by pointing to the severe risks posed to occupants. Because of the health-endangering state and the inhumane living conditions devoid of water and heating supplies, the city exercised its legal authority to prohibit further use of the building.
Relocation and Regional Crackdown
Residents who remained inside the building at the time of the closure were safely relocated to a municipal homeless shelter operated by the city.

The city administration announced plans to collaborate closely with the district authorities and regional police forces to develop a comprehensive strategy aimed at uncovering and halting housing abuse across the region. No timeline has yet been announced for potential structural remediation of the Altländer Viertel property.
