Mouhamed Seck, speaking on behalf of the organizing committee, highlighted the international dimension of the recruitment drive during the September ceremony. “Today you cross a new threshold and become full stakeholders in the delivery of the Games,” Seck remarked. “You are, of course, volunteers of the city of Dakar, but you are also volunteers of the world.”
