Tampa Approves $2.3B Deal for New Tampa Bay Rays Ballpark and District

The Tampa City Council approved a $2,3 milliards $ US funding agreement on Thursday for a new Tampa Bay Rays ballpark, marking a crucial step toward securing Major League Baseball in the region following months of stadium uncertainty. Passed by a 4-to-3 vote, the plan combines public and private financing to construct a modern facility and a surrounding mixed-use entertainment district, with final county approval pending.

Thursday’s vote arrives three months after municipal authorities reached an agreement in principle on the project, which relies on 967 M$ sourced from local taxes. The remaining balance will be covered by private financing guaranteed by the franchise. Ken Babby, the general manager of the Rays, stated in a release that the development will deliver enduring benefits to the community.

Franchise Leadership Welcomes Public Investment

“The Tampa Bay Rays are grateful of the leadership and support of the members of the council, who have approved an investment that, combined with the private financing guaranteed by the Rays, will ensure the future of Major League Baseball in Tampa while creating an iconic district that will profit our region for generations,” Babby indicated in the statement.

The proposed development site sits adjacent to the New York Yankees’ spring training complex and across a highway from the Raymond James Stadium, home of the Tampa Bay Buccaneers. Earlier this year, club leadership finalized an agreement with Hillsborough College to build the facility and a multi-use recreational complex on campus grounds, alongside building renovations for the institution.

Hillsborough County Commission Readies for Friday Vote

Commissioners for Hillsborough County are scheduled to vote on the stadium project on Friday morning. If approved across all local governing bodies, team officials project that the new ballpark could be completed within three years.

Since their inception in 1998, the Rays have played their home games at Tropicana Field in St. Petersburg. That arrangement changed for the 2025 season following severe hurricane damage to Tropicana Field, forcing the club to relocate its home schedule to the Yankees’ George M. Steinbrenner Field.

Overcoming St. Petersburg Setbacks and Ownership Shift

The push for a new venue follows the collapse of a proposed 1,3 G$ redevelopment plan last year that would have built a stadium adjacent to Tropicana Field. That setback raised immediate questions about the long-term viability and geographic future of the franchise, which was purchased last September by a group led by Patrick Zalupski.
