Police Wrecker Response Times: Unexpected Delays

Some regional departments of the Central Bohemian Traffic Police have a sub-base. The DYNAMO project was supposed to help with this since the beginning of last year, within the framework of which a new exchange system was tested. But it caused an increase in the arrival time of patrols to accidents by more than half. There are also situations where police officers have to drive across the country for over an hour to an accident.

It did not change even in the middle of the year, when the pressure on the traffic police decreased, because it is no longer necessary to wait for the patrol to arrive, for example, in the event of a collision with an animal. However, some police officers complain that instead of the expected reduction in travel time to accidents, the opposite has happened.

The traffic police operate in the Central Bohemian Region in thirteen territorial divisions. Each of them has one patrol that can be sent to an accident. In many cases, only this patrol can, among other things, manipulate cars at the scene of the accident, so all participants must wait until their arrival. This often complicates transport as well.

“Absurd situations result”

The basis of the DYNAMO system is the release of shifts in some regional unions. If an accident occurs in the given area during this time, a patrol from the neighboring department will come to it. That, according to some police officers, is where the problem lies. There are situations when the patrol leaves to deal with an accident outside of its department, but at that moment a collision occurs in its “home location”.

“Absurd situations result from this. For example, a patrol completing an accident west of Prague is then called to a traffic accident on the other side of the region, where it takes an hour to an hour and a half to travel by car. The disadvantage is also that the police officers do not have the necessary local knowledge in the territory of other unions, which slightly slows down their work,” described a source from the police environment who wished to remain anonymous.

How the DYNAMO project works

The trial project of dynamic management of the forces and resources of the transport service in the processing of traffic accidents (hereinafter referred to as “DYNAMO”), which is planned by the Regional Directorate of the Police of the Central Bohemian Region, works in such a way that on a given day, two road traffic accident patrols are launched from the 13 territorial departments, whose activities are represented by the traffic accident patrols of the neighboring Territorial Departments.

The release of road traffic accident patrols is controlled linearly, when road accident patrols from other Territorial Departments in the region are released on each such day of the month so that two neighboring ones are not released. That is, the traffic accident patrols that serve on a given day either represent the territory where the traffic accident patrol is launched according to the plan, or at the given moment it is necessary to ensure the processing of the traffic accident idea in the place where such events are bought.

According to Central Bohemian police spokesperson Vlasta Suchánková, there were several reasons for the introduction of the DYNAMO trial project. He mentions, for example, diluting the number of processed accidents from more heavily loaded departments to others or trying to provide more time for administrative processing. The aim was also to find out if solving traffic accidents with fewer patrols is possible.

However, according to a source from the police, the project does not have too many positive effects. “The minimum staffing of the territorial unions is such that the necessary reduction in the number of shifts is advantageous for them. On the contrary, situations now arise when the patrols need to plan a different workload – supervisory activity or work on files. A large part of the police officers are frustrated by the situation, because the management is not able to arrange a remedy. Personally, I think it is unfair to the citizens who are hostages of this system. Unfortunately, those who have to endure traffic restrictions associated with traffic accidents and for a longer time are also affected their processing,” he said.

Suchánková also confirmed the complaints from the police. “Part of the police officers are dissatisfied with this test project, for various reasons. We solve the problems that are the cause of the police officers’ dissatisfaction not only at planned meetings, video conferences, but also in person, when we pass on information about the intention and implementation of this DYNAMO test project to each other. The obtained pros and cons will be the basis for the evaluation of the DYNAMO project,” she described.

More than half the wait time

The assumptions of police officers from the field are also confirmed by the data of the regional police headquarters. While in 2024 the average arrival times of patrols were 12 minutes and 55 seconds, in 2025 the time increased to 20 minutes and 39 seconds.

As Suchánková pointed out, other patrols, which are at the scene of the event faster and, for example, secure the scene of the collision, are not counted until this time. Often, however, only the exit patrol can process the traffic accident and then handle the cars or ensure their removal.

The police spokeswoman also confirmed that patrols are being sent to more distant locations. “In the case of sending a traffic accident patrol to a neighboring area, the travel times can be extended as well as the distance traveled, but this does not always have to be the case. This is a dynamic management of forces and resources, which is managed centrally by the Integrated Operations Center (IOS) of the Regional Directorate of the Police of the Central Bohemian Region, when free traffic accident patrols are dispatched to individual events or traffic accident patrols that are closest to the reported event,” she described.

Traffic police chief Michal Hodboď also wants to address whether or not the tested system is beneficial. The evaluation should take place at the beginning of the year. “Of course, the fact that it is a test means that not everything has to work 100 percent. We find it interesting from the point of view that they are trying to distribute forces and resources in such a way as to reduce the personnel burden. Of course, the system must make sense in terms of travel times and, for example, the wear and tear of means of transport. This will be the subject of the output in January,” summarized Hodboď.

Small getaway car

Along with the DYNAMO system, the Central Bohemian Traffic Police is also testing the so-called Small Exit Car. The patrol is made up of technicians from the criminal police service and traffic accident handlers. “The technician of the criminal police service is always a drone pilot for the purpose of documenting the location of the incident, and the traffic accident processor uses the most modern techniques for measuring a specific location. Among other things, this patrol has the duty of targeting, documenting and investigating serious incidents that intersect with all police services, as well as investigating traffic accidents,” said Suchánková.
