Behind the Scenes: Climate of trust for SAF approval in Fluminense
The debate on the proposal for a Football Anonymous Society (SAF) in Fluminense, presented by Lazuli Partners and LZ Sports, promises warm up at the beginning of 2026. The tricolor board has already made it very clear its favorable position to the proposal, and the climate is complete confidence. According to behind-the-scenes information, the top Tricolor leadership is fully convinced that the proposal will be approved by the General Assembly.
This confidence is explained by the low participation of socio-football in the Assemblies held by the Fluminense Football Club since 2016. At the end of July 2024, for example, only 676 partners attended the headquarters to vote on the creation of the company to manage Maracanã.
In the presidential election, held at the end of November this year, only 4,619 members voted. As lawyer Mattheus Montenegro emerged victorious with 3,282 votes, and he, as well as current president Mário Bittencourt, are in favor of the proposal presented by Lazuli Partners and LZ Sports, there is a great hope of victory in a future General Assembly.

What Mattheus Montenegro said after winning the election
In a press conference held shortly after the announcement of the election results, Mattheus Montenegro stated that one of the objectives is to dialogue with investors to adjust some points of the proposal.
“We committed to creating an internal committee to analyze the proposal and also creating an external committee. There are some points that we want to return to the table to discuss with the investor. I already anticipated that we will discuss the issue of the contribution, we will discuss the issue of investment as planned for 10 years and the penalty if this does not happen, and some other things along the way”.
