FIFA will conduct an investigation into the role of FAM Secretary General (Sekjen) Noor Azman Rahman in his alleged involvement in the case of fake documents for seven naturalized players for the Malaysian national team.
FAM officially suspended FAM Secretary General Noor Azman Rahman following FIFA’s punishment regarding the case of fake documents for seven naturalized Malaysian national team players in October 2025.
Now, FAM said that FAM Secretary General Noor Azman Rahman will undergo a FAM Disciplinary Committee hearing regarding his alleged involvement in this case. In fact, FAM also revealed that in the near future FIFA will carry out an examination of Noor Azman.

“We will take Noor Azman to the FAM Disciplinary Committee following the recommendation from the IIC and we have also received an email from FIFA informing us that they will investigate him,” said FAM Acting President Datuk Mohd Yusoff Mahadi quoted from Berita Harian.
“FIFA’s reason is that they want to know Noor Azman’s role, the process carried out, and the extent of his involvement in the documents sent,” added Datuk Mohd Yusoff Mahadi.
Noor Azman was previously appointed as Secretary General of FAM in September 2022 replacing Mohd Saifuddin Abu Bakar. Now he is threatened with being removed from office because he is suspected of being negligent in examining the documents of seven Harimau Malaya players.
At the end of September, FIFA revealed FAM violations regarding the documents of seven naturalized players, namely Gabriel Palmero, Facundo Garces, Rodrigo Holgado, Imanol Machuca, Joao Figueiredo, Jon Irazabal and Hector Hevel.
FIFA discovered that the grandparents of the seven naturalized players were not born in Malaysia, but in Europe and South America.
FIFA then fined FAM 350 thousand Swiss francs or around IDR 7.2 billion. Meanwhile, each player was fined 2,000 Swiss francs or around IDR 41.4 million and prohibited from carrying out football-related activities for 12 months. Now the case has been brought by FAM to the Arbitration Court (CAS).
