Speaking at the Cidade do Futebol during the Portugal Football Summit, the president of the Portuguese Basketball Federation (FPB) argued that sport demands a structured public policy framework, framing athletic development as a direct investment in society rather than a simple expense.
A United Front Across Olympic Disciplines
Carvalho shared the stage with the leaders of Portugal’s handball, roller skating, and volleyball federations to evaluate the future of national sports.
Those ties run deeper than a single panel. Since 2020, the FPB, the Portuguese Football Federation (FPF), and their counterpart governing bodies in handball, skating, and volleyball have maintained collaborative working groups. According to the FPB, keeping an ongoing dialogue allows these entities to present a unified voice when negotiating with political decision-makers. That coordination is vital for tackling structural hurdles.
Fiscal Pressure Stifling Long-Term Planning
Financial pressures dominated the summit discussions, with the heavy tax burden placed on sports—relative to other areas of activity—taking center stage.
Federation leaders warned that high fiscal demands strip organizations of the consistency needed to plan ahead. Carvalho argued that sustainable development for the different modalities will remain out of reach without targeted state policies and fairer fiscal conditions. The unified coalition aims to push policymakers toward a strategic vision that secures the operational stability of national sports organizations.

The Portugal Football Summit brought together sports directors, academics, industry professionals, and government officials in Oeiras.
Opening the multi-day event, FPF President Pedro Proença emphasized the need for knowledge sharing and cooperation. Margarida Balseiro Lopes, Minister of Culture, Youth and Sports, addressed attendees on the multifaceted impact of football—spanning economic, technological, social, and cultural dimensions—while praising the contributions of athletes, coaches, and federation officials. UEFA President Aleksander Čeferin added a message, underscoring the necessity of cooperation to confront modern industry challenges.

The five participating sports federations plan to build upon the cooperative frameworks established during the pandemic by keeping their joint working groups active.
