Organizers have structured the comprehensive games schedule across two main phases. Fourteen disciplines take place ahead of the opening ceremony, spanning from April through September. This initial block features seven-a-side football, volleyball, swimming, badminton, chess, pickleball, and various martial arts. The remaining five sports—athletics, stick pushing, tug of war, archery, and recreational volleyball—are slated for September and October.

Duong Van Luong, vice chairman of the Provincial People’s Committee and head of the congress organizing committee, has instructed all regional departments and administrative agencies to coordinate closely to guarantee the event’s operational success and competitive standard.

The provincial administration allocated a budget of 10 miljard VND from the state coffers to finance the games. The Department of Culture, Sport and Tourism acts as the permanent governing body, advising and overseeing daily operations.
