Analyzing the geopolitical fallout from the war in Ukraine and the domestic landscape ahead of the French presidential election, Balladur argued that European nations face systemic economic, demographic, and cultural weakening while emphasizing the primacy of national defense and cultural assimilation.
Geopolitical Realities and the War in Ukraine
The conflict in Ukraine exposed profound limitations in Europe’s strategic autonomy and decision-making capabilities, according to Balladur. Speaking to L’Express, Balladur asserted that the crisis revealed deep-seated vulnerabilities across the continent. He cautioned that trust cannot be placed solely in Vladimir Putin, but rather in the nature of Russia itself, driven by historical impulses to reconstitute lost imperial domains.
Balladur categorized Russia alongside Turkey and China as authoritarian powers rooted in contiguous colonial histories. Unlike Western powers that crossed oceans to administer overseas territories, these neighboring empires expanded directly across contiguous borders. This proximity, he noted, defines their contemporary geopolitical postures and territorial ambitions.
Critique of European Institutions and Defense Sovereignty
Addressing the architecture of the European Union, Balladur criticized the requirement for unanimity among all 27 member states, describing it as a structural guarantee of paralysis. He expressed support for qualified majority voting while simultaneously rejecting the concept of a sovereign European defense pillar.
According to Balladur, maintaining concurrent national and European military sovereignties is untenable when deciding on the use of armed force. Citing the Ukraine crisis, he maintained that France must retain absolute sovereign control over its military decisions and defense posture rather than deferring to a collective European apparatus.
