A hip-drop tackle occurs when a defender grabs an opponent, twists, and drops their weight onto the runner’s legs or ankles. A horse-collar tackle involves pulling a ballcarrier down by the collar or the rear of their shoulder pads. Launching describes a defender leaving their feet to strike an opponent primarily with a helmet or shoulder. Hits on defenseless players penalize forcible contact against vulnerable targets like receivers attempting catches, while blindside blocks cover forceful blocks delivered from the side or behind where the recipient cannot protect themselves.
The Mechanics of Enforcement and Personal Accountability
Under the revised rules, a single infraction triggers a standard 15-yard penalty during the game followed by a monetary fine.
Troy Vincent, the NFL’s Executive Vice President of Football Operations, emphasized the dual purpose of personal accountability and player safety. Financial Incentives and Clean Slates for 2026
