Europol Re-lists Catalan Independence Movement as Ethnonationalist and Separatist Terrorism

Europol restores Catalan separatism to terror report

The European Union Agency for Law Enforcement Cooperation, Europol, has reclassified Catalan independence within its annual terrorism and extremism report. The move restores the regional secessionist movement to a category tracking ethno-nationalist and separatist violence just one year after its removal.

Reversing a 2025 concession

According to European security documents and regional political statements, the inclusion appears in Europol’s latest annual assessment concerning the situation and trends of terrorism across the bloc. The designation places the Catalan sovereignist movement back inside the section dedicated to “Ethno-nationalist and separatist terrorism and violent extremism.”

This reverses a decision made early in 2025. Back then, the law enforcement body dropped the movement following sustained political pressure from Catalan parties Esquerra Republicana de Catalunya and Junts per Catalunya.
