If the request moves forward, it would need to go through a vote in the Deliberative Council and be approved by at least two-thirds of the house — 171 of 255 councilors today eligible to vote. In that case, Casares would already be removed.
Then, the dismissal request would still go through a General Assembly, with all members in compliance. Approval would be by simple majority, the last step in the process.

The anger of opponents came to light after the release of an audio, revealed by gein which Douglas Schwartzmann, deputy director of the base, talks to Mara Casares — ex-wife of the president and then director of women’s, cultural and events at the club — about the sale of tickets for a box for the singer Shakira’s concert, held in February. Both were removed from their positions, and Mara asked to leave her position as a counselor.
In the audio, Schwartzmann acknowledges that the operation would have taken place clandestinelystates that Márcio Carlomagno — general superintendent of the club in CT da Barra Funda, internally considered Julio Casares’s “right-hand man” and a strong name in the political situation for the 2026 presidential election — was aware of the facts and shows concern about possible punishments and political erosion within the club.
The box involved is 3A, located in the eastern sector of the stadium and registered in internal systems as “presidency room”. Mara Casares would have received the right to use the space from Carlomagno and transferred the box for commercial exploitation at the show. Ticket sales were the responsibility of Rita de Cássia Adriana Prado, who would have raised around R$132 thousand, with tickets sold for values of up to R$2,100.
