The Hanoi People’s Council outlined the reward structure under Resolution No. 04/2025/NQ-HĐND, passed on April 29, 2025. Funding for the commendations comes directly from the municipal competition and recognition fund, with disbursements routed straight to the Hanoi police department’s official account for distribution.
