The newly awarded agreement covers the seventh of twelve planned lots for the 115,000-seat stadium project. According to Medias24, the scope of work assigned to the CMS-GTR joint venture includes extensive site preparation, earthworks, access roads, intersections, pedestrian pathways, esplanades, and retaining walls. The 18-month execution window also mandates the construction of technical galleries, drainage networks, stormwater management systems, boundary fencing, landscape architecture, and utility connections for electricity, water, and fiber-optic telecommunications.
Cumulative Expenditure on Stadium Site Reaches 13.6 Billion Dirhams
With the signing of the latest exterior development contract, cumulative expenditure on the Benslimane stadium site stands at roughly 13.6 billion dirhams. The financial commitments span multiple major consortiums and technical specialists:
- Earthworks (Lot 1): Awarded to SGTM in August 2024 for 356 million dirhams, completed by May 2025.
- Main Construction: Assigned to an SGTM-TGCC joint venture for 3,4 MMDH, covering structural concrete, waterproofing, and framing over a 30-month timeline.
- Roofing and Facade: Secured by the SGTM-TGCC group for 3,7 MMDH, featuring a tensioned cable network and an exterior membrane styled after traditional Moroccan Moussem tents, as detailed by Medias24.
- Electrical and Low-Voltage Systems: Allocated to a partnership between Construction Management Services and EM Energie.
- Technical Fluids: Awarded to Ventec, covering HVAC, plumbing, and fire safety systems across a 20-month execution window.

Maroc Diplomatique reported that the Grand Stade Hassan II project maintained an overall completion rate of approximately 40 percent in the spring, with roughly 5,000 workers deployed on-site. Delivery remains scheduled for late 2027. The venue forms a central pillar of Morocco’s infrastructure preparations for the 2030 FIFA World Cup, which the country will co-host alongside Spain and Portugal.
Unresolved Procurement Items
Certain components of the stadium development remain subject to open tender procedures. Maroc Diplomatique noted that the procurement process for supplying and installing the roughly 114,414 stadium seats must be re-launched following the rejection of initial bids submitted under the previous call for tenders.
