Decazeville Association Warns Against Budget Cuts
The Accès Logement Insertion association in Decazeville, Aveyron, has warned that social and healthcare organizations are being treated as budget adjustment variables as the National Assembly prepares its spending plans, according to local reporting. Luc Charpentier of the organization, stated that the wider health, social, and medico-social sectors face severe uncertainty as funding stagnates.
Financing Stagnates Since 2008 Amid Rising Operational Costs
The Decazeville facility operates 17 housing units to manage emergency placements and longer-term care cases. Charpentier noted that the establishment receives between €7,000 and €12,000 per housing unit in public funding, a rate that has remained unchanged since 2008 despite escalating operational expenses.
Homelessness and Housing Pressures Mount in Occitanie
Karine Fabre, a manager at the association, reported a growing number of complex cases, citing a recent instance where a working individual living out of a car sought emergency shelter that the organization could not immediately provide. Across Occitanie, a mid-October count recorded 234 children sleeping rough, marking a doubling compared to 2022 data and an 18% increase from the previous year, figures highlighted during a national mobilization week held from October 12 to 17.
Daytime Shelters Limited by Insufficient Local Means
To address shifting community needs, the association opened a daytime shelter two to three years ago. Charpentier explained that expansion is currently constrained by limited financial resources and a lack of guaranteed funding increases from public backers.
Pluriannual Contracts Proposed to Secure Long-Term Stability
As of October, the association reported that it has not yet received all the funding allocated for the current year. To ensure operational stability and prevent severe human hardships, Charpentier advocated for the implementation of pluriannual funding contracts to support the social and solidarity sector over longer timeframes.
