Celere County Seeks Bidders for Village Basketball Court Construction

Two rural communities in the Xinjiang Uygur Autonomous Region will receive new sports infrastructure following a competitive consultation procurement notice issued through the government procurement cloud platform on Oct. 10, 2026. The Zhengcaiyun procurement platform reported that the Celere County Village Standardized Lighted Basketball Court Construction Project carries a budget amount and maximum ceiling price of 861,300 RMB under project number CLX-2026-058.

Project Scope Across Gulahama and Ulugsay Townships

The procurement documents outline construction across two distinct locations within Celere County in the Hotan Prefecture. The Gulahama Town Bag Airik Village site requires the demolition of 608 square meters of old hardened pavement and the construction of an equivalent 608 square meters of new basketball court hard-paving. Contractors will also install four court lamp pole foundations, four court lamps, supply power cables, and mount a distribution box. Meanwhile, the Ulugsay Township site involves constructing 720 square meters of new court hard-paving, installing 336 square meters of three-meter-high finished modular perimeter fencing, setting up four court lamps, and laying matching electrical supply lines and distribution boxes. Equipment purchases span four basketball frames and 18 fitness devices, with a contract performance period set at 120 days from the date of signing.

Contractor Qualifications And Eligibility Requirements

Bidding suppliers must satisfy Article 22 of the Government Procurement Law of the People’s Republic of China, providing documentation including valid business licenses, corporate registration certificates, or individual industrial and commercial household licenses. Financial compliance requires a 2025 financial audit report issued by a third-party audit agency registered and coded on the unified regulatory platform of the certified public accountant industry, alongside tax payment documentation from 2026. Furthermore, the project mandates specific professional prerequisites: the winning supplier must hold a Level 3 or higher general contracting qualification for municipal public works construction alongside an effective safety production license. The designated project manager requires a Level 2 or higher registered constructor qualification in municipal public engineering and a valid safety production assessment certificate of category B.

Procurement Schedule And Electronic Submission Deadlines

Potential suppliers can obtain procurement documents online via the Zhengcaiyun platform from Oct. 12 to Oct. 19, 2026, with zero document fees. Electronic responses must be uploaded and submitted via the designated bidding client before 11:00 a.m. Beijing time on Oct. 22, 2026. The public opening of responses will take place via the online bidding hall immediately following the deadline. Tenders require valid digital certificates conforming to national cryptographic standards, and suppliers are responsible for completing platform registration and CA certificate acquisition ahead of the deadline.
