IOC Disqualifies ROC for Including Occupied Territories’ Sports Organizations under Ukrainian Olympic Committee

In October, the International Olympic Committee (IOC) disqualified the ROC for including the regional sports organizations of the occupied territories of Donetsk, Kherson, Luhansk and Zaporizhzhia under the supervision of the Ukrainian Olympic Committee.

In CAS’ view, the IOC did not violate the principles of legality, equality, foreseeability or proportionality. The decision of the ROC can be appealed to the Swiss Federal Court.

In the opinion of the IOC Board, the ROC has violated the territorial integrity of the Ukrainian Olympic Committee recognized by the IOC, thereby also violating the Olympic Charter.

The disqualification of the ROC does not mean that Russian athletes are banned from participating in international competitions, even as neutral athletes.
