The ‘Our Football Belongs to Everyone’ program will be continued with new tightened measures. The national government, the KNVB and their partners have a joint plan to combat racism and discrimination in football. In concrete terms: clubs that commit violations can count on heavy penalties.
“An independent prosecutor assesses in incidents whether clubs have done enough to combat offensive chants,” the football association writes. Possible penalties for clubs range from (suspended) fines, playing matches without an audience to deducting points. Instigators of and/or participants in unwanted chants are traced and subsequently corrected via the chain approach: BVO, KNVB, police and justice.
The term discriminatory chants includes homophobic, anti-Semitic and racist expressions. Tough measures are also being taken for discriminatory banners. The makers/owners of the banner will be traced and, if possible, a report will be made to the police.
