It turned out that Uijeongbu City drastically reduced the obstacle-free section of Chudong Park when it was difficult to negotiate an environmental impact assessment with the environmental authorities.

According to Uijeongbu City on the 22nd, the city has established a plan to create an obstacle-free road (length 6.68km) in 887,000㎡ of Chudong Park at San 25-1, Singok-dong in 2022. It is an 8% sloped deck road that even people with walking disabilities can take a walk. It goes from the Singok badminton court through the ecological passage to the parking lot of Songsan Reservoir at the Science Library. Selected as the best project in the Gyeonggi-do policy competition project, it will receive 3 billion won out of a total project cost of 7.85 billion won. The first stage, the Singok Badminton Court ~ Geumsinro Ecological Corridor, 1.67km section was created last year, and from this year to the end of next year, the second phase ecological corridor ~ Science Library, and the third phase, Science Library – Songsan Reservoir parking lot construction was planned.

However, there was a setback as the consultation with the environmental authorities and the environmental impact assessment collapsed due to a difference in opinion on the area that was lapsed due to the special private investment project for Chudong Park. Because of this, the start of the first-phase section was delayed, and the special subsidy of 3 billion won received from the province was also carried over. When it was difficult to negotiate an environmental impact assessment, the city reduced the project area to less than 10,000 square meters, which does not require consultation at all. The first and second stages were promoted, and the length was reduced from 6.6 km to 3.4 km. The first step is 1.3 km from Neunggol to the Chudong Wellbeing Water Park, and the second step is from the Science Library to Songsan Reservoir to the outdoor learning center, Yonghyeon-dong. The section between Hyungyeongbong Peak and Ecological Corridor leading to the Science Library through the Ecological Corridor was excluded because it is steep and requires a lot of construction cost. Because of this, the obstacle-free road leading from the direction of the Singok badminton court to the Songsan Reservoir parking lot through the ecological passage was cut off in the middle.

The city recently notified approval of the implementation plan for 3,000㎡ of 25-12 San 25-12, Singok-dong, in the first phase. Construction is expected to start in April next year, so 3 billion won in special grants from Gyeonggi-do will be carried over to next year. Phase 1 construction begins after twists and turns, but it is unclear whether or not the project will proceed in phase 2.

A city official said, “If the environmental impact assessment is not discussed with the environmental authorities, the project itself cannot be implemented, so the area and section have been reduced. As a result, a break was inevitable. The second stage is being reviewed in the direction of reducing the business section as much as possible.”
