Komnas HAM explained the findings from the investigation into the Kanjuruhan Tragedy which killed 135 people. One of them, Komnas HAM stated that PSSI violated its own rules.
Komnas HAM’s findings were conveyed by Komnas HAM Commissioner Beka Ulung Hapsara in a press conference at his office, Wednesday (2/11/2022). He initially explained about finding the number of tickets sold for the Arema FC vs Persebaya match on October 1.
“Based on data from the Malang Regency Bapenda, the results of calculations during the Arema FC vs. Persebaya match on October 1, there were 42,516 tickets sold,” said Beka.
In fact, according to data from the Malang Regency Dispora, Beka said, the Kanjuruhan Stadium only has a capacity of 38,054 people. Meanwhile, Arema management and match organizers stated that the capacity of the Kanjuruhan Stadium was 45 thousand people, so that the number of tickets printed was 43 thousand pieces.
“So this is the difference between the official document and the statement from the Arema management, the Panpel, and security officer,” he said.
The next finding is the violation of PSSI regulations by PSSI. One of them is related to the cooperation agreement related to the match.
“The eighth factual finding is that PSSI violated its own regulations. The initiation of the making of the PKS (cooperation agreement) and its signing substantially contradicted PSSI and FIFA regulations,” said Beka.
“For example, the involvement of Brimob PHH and its completeness attributes,” he continued.
Second, said Beka, PSSI did not set the Arema FC vs. Persebaya match on October 1 as a high-risk match. Third, he said PSSI did not pay attention to the mechanism for high-risk matches.
“Fourth, there is no certification of security and safety officers. These are some points from the PSSI regulations which were later also violated by PSSI itself,” said Beka.
