Jokowi Officially Signs Presidential Decree TGIPF Kanjuruhan, These Are His Duties

President Joko Widodo (Jokowi) officially signed a Presidential Decree (Keppres) regarding the formation of the Joint Independent Fact Finding Team (TGIPF) at the Kanjuruhan Stadium, Malang, East Java. The Presidential Decree regulates the duties and authorities of TGIPF.

Jokowi signed Presidential Decree No. 19 of 2022 on October 4, 2022, as a copy can be seen detik.com, Wednesday (5/10/2022). TGIPF is located under and is responsible to the President.

The following is the composition of TGIPF membership in accordance with Presidential Decree 19/2022:

a. Chairman : Coordinating Minister for Political, Legal, and Security Affairs.
b. Deputy Chairperson: Minister of Youth and Sports.
c. Secretary : Nur Rochmad.
d. Member :
1. Rhenald Kasali;
2. Sumaryanto;
3. Akmal Marhali;
4. Anton Sanjoyo;
5. Nugroho Setiawan;
6. Doni Monardo;
7. Suwarno;
8. Sri Handayani;
9. Laode M. Sharif; and
10. Kurniawan Dwi Yulianto

Meanwhile, the duties and authorities of TGIPF are regulated in the fourth and fifth dictums. Here’s more:

TGIPF has the task of:

a. seek, find, and reveal facts supported by reliable data and information on the Malang Kanjuruhan Stadium incident; and
b. conduct a thorough evaluation of the implementation of the soccer match between the Arema Team and the Persebaya Team, including the security procedures regulated in the legislation, as a guide so that similar events do not occur in other football matches.

TGIPF has the authority to:

a. coordinating, requesting assistance, and summoning various parties who are aware of the occurrence of the incident, either directly or through law enforcement officers and/or security forces in order to obtain relevant and accurate data, information, and information as materials needed to reveal the actual facts. related to the incident at the Malang Kanjuruhan Stadium;
b. visiting the office, building, or the place where the incident occurred or other places related to the incident at the Malang Kanjuruhan Stadium;
c. requesting information, documents, objects, or other forms related to the events of the Malang Kanjuruhan Stadium; and
d. do other things that are deemed necessary in accordance with the provisions of the legislation to reveal the truth in the incident at the Malang Kanjuruhan Stadium.

The Presidential Decree also stipulates that TGIPF has the right to obtain security guarantees when carrying out their duties. In addition, the working period of TGIPF is a maximum of 1 month from the date of the Presidential Decree.

TGIPF submitted its final report to President Jokowi. Meanwhile, the costs required for the implementation of TGIPF’s tasks are sourced from the APBN through the Budget Section of the Coordinating Ministry for Political, Legal and Security Affairs.
