The Committee, led by former US District Judge Sue Robinson, handpicked by the league, evaluated the case for three days and on August 1 issued its decision to suspend six parties to Watson.

The decision did not satisfy the NFLwhich appealed the decision through Commissioner Roger Goodell, who appointed former New Jersey Attorney General Peter C. Harvey to oversee the appeal that led to these 11 penalty games.
