Taking Yinchuan No. 21 Primary School as an example, the school has a total of 2,975 students, and 96.4% of the students participate in after-school services. “Students’ enthusiasm for participation is very high, but some students choose the first class, and some choose the second class, and the choice of club classes is more complicated. At the same time, Ma Hengyan found that the delayed service was close to dinner time, and many students who were growing were also hungry and unable to concentrate. To solve the problem of meal supplements, financial support is also required.

Ma Hengyan suggested that the financial department should optimize the performance pay plan for primary and secondary school teachers, set up a special fund for “after-school service funds” in teachers’ performance pay, and allocate funds to each school according to the number of students to ensure that after-school service funds are mainly used for participating in after-school services.
