On January 18, the anti-corruption-themed film “Zero Tolerance” revealed that Yang Hongwei, the former secretary of the Qianjiang District Party Committee in Chongqing, was obsessed with playing basketball and often played basketball secretly during working hours. In order to hide from the public, a group of officials hid in the internal court of a unit to play ball, and outsiders could not get in. However, among officials in Qianjiang, this has long been an open secret.

A common saying of local officials is, “Don’t go to Yang Hongwei after 4 p.m.” because he is not at the (office) and is “playing basketball”.

For this reason, Yang Hongwei was called the “ball secretary” by local officials and the public, and the Qianjiang District Party Committee Office was mocked as the “playing ball office”.

“He recruited a group of basketball players in the office, and he used the people in his circle, regardless of his ability or not.” Gao Changbing, chairman of Qianjiang District Urban Investment Group, said in the feature film.

The feature film revealed that he played basketball with Yang Hongwei, including his classmates, relatives, and related households, all of whom were reused by him.

The “Secretary of the Ball” incident caused heated discussions on the Internet, and netizens ridiculed it as “Gao Qiu was reincarnated”.

According to public information, 58-year-old Yang Hongwei, a native of Dazhou, Sichuan, served as a member of the Standing Committee of the Fuling District Committee of Chongqing, the deputy head of the district, and the acting head of the district; the head of the Qianjiang District of Chongqing and the secretary of the district party committee. In 2015, he was transferred to the deputy secretary-general of the Chongqing Municipal Government and a member of the party group of the general office (at the level of the director of the main office).

In January 2018, he served as Secretary of the Party Leadership Group and Director of the Chongqing Municipal Bureau of Quality and Technical Supervision. In October of the same year, he was transferred to the deputy secretary and deputy director of the Party Group of the Chongqing Municipal Market Supervision and Administration Bureau.

Yang Hongwei was sacked in May 2019 and expelled from the party and public office in October of the same year. The Central Commission for Discipline Inspection stated that Yang Hongwei is the biggest “pollution source” of the local political ecology.
