According to the “implementation plan”, our province will strengthen school physical education, help students master 1-2 sports skills, and effectively complete the physical education tasks of each school stage. Construct an after-school sports activity system in which everyone participates. Each elementary and middle school above the designated size has more than one special sports event. Efforts should be made to ensure that primary and secondary school students have 1 hour of physical activity time inside and outside the school every day. Steadily advance the reform of the content, methods and scoring methods of sports testing for senior high school entrance examinations. Promote the development of college football, basketball, and volleyball. Establish football, basketball and volleyball colleges in Hunan Vocational College of Sports and colleges and universities with sports majors. Vigorously cultivate high-level professional talents and teacher incubation bases for football, basketball and volleyball.

The “Implementation Plan” proposes to improve the youth sports event system and strengthen the construction of high-level sports teams in schools with traditional sports characteristics and colleges and universities. According to the school sports model of “one school, one product” and “one school with multiple products”, the traditional sports school and the sports characteristic school are integrated into the sports traditional characteristic school. Implement the “1+X” sports project (1 special project and other projects) development model in sports traditional characteristic schools. Focus on running football, basketball, volleyball, track and field, table tennis, badminton, tennis, swimming, gymnastics, street dance and other projects. Establish a youth training system for youth basketball, football and volleyball across the province. Actively develop traditional Chinese sports such as martial arts, chess, dragon boats, and other sports suitable for development in schools. Promote the connection of high-level sports teams in colleges and universities with provincial teams, and encourage “provincial teams and schools.”

In terms of deepening the reform of sports schools, the “Implementation Plan” clearly will strengthen the construction of sports schools at all levels and encourage cities and prefectures to establish full-time sports schools. Encourage sports schools to cooperate with one or more primary and secondary schools to jointly create characteristic projects and advantageous projects. Support the cooperation of sports schools and youth sports clubs in running schools. Support the development of youth sports clubs.
