Ruggs was in a wheelchair with a foam collar around his neck at a court hearing on Wednesday, up to 20 years in prison.

“In more than 24 years of investigating accidents, this is the highest speed I’ve ever heard of,” Eric Bauman, the district’s attorney general, told CBS News.
