Five changes remain – the half-time revolution is not coming

According to the football rulers, up to five substitutions per team and game should be permanently possible in the future.

A corresponding recommendation was made at the meeting of the International Football Association Board (Ifab). March 2022 is to be adopted in Zurich. The number of times at which changes are possible should, however, remain limited. No more than three changes should be allowed within one half.

The Ifab decided on the currently still temporarily restricted regulation with five instead of three substitutions per team in regular time in May 2020.

This was intended to respond to the tightly packed calendar with a view to the wellbeing of players. The respective associations were decisive for the application of the rule; in the Bundesliga it was taken over immediately after the corona break. Last May, the Ifab allowed five possible substitutions until December 31, 2022.

The proposal to extend the half-time break from 15 to 25 minutes should not be pursued any further. Several members expressed concerns, including the possible negative impact on the well-being of players after an extended break.
