Recently, the People’s Government of Shandong Province issued the “Education Development Plan for the 14th Five-Year Plan in Shandong Province”. By 2025, a high-quality education system will be basically established, and the effectiveness of education governance will be significantly improved. The “Planning” formulated a list of key projects for education reform and development during the “14th Five-Year Plan”, including the construction and promotion of kindergartens, adjustment and optimization of the layout of primary and secondary schools, the construction of high-level vocational colleges and majors (groups), and the construction of collaborative innovation platforms for colleges and universities.
All major, middle and elementary schools offer compulsory labor education courses
The “Plan” shows that it is necessary to strengthen and improve school sports and aesthetics, and ensure that there is no less than one hour of sunshine sports on campus every day. The province organizes a three-level league for sports events such as football, basketball and other sports events of the province, city, county, and elementary schools every year, to carry out the construction of sports schools with traditional characteristics. By 2025, the excellent and good rate of students’ physical fitness test will reach more than 55%. Promote schools to insist on focusing on art courses and offer art courses that can meet the diverse choices of students. Implement the “Aesthetic Education Infiltration Action Plan” and select “Art Education Characteristic Schools”. Strengthen the construction of sports and aesthetic education venues, improve the construction and equipment of venues, and provide good sports and aesthetic education teachers, and start a good sports and aesthetic education class.

Effectively reduce the burden of students’ homework and off-campus training during the compulsory education stage, establish a mechanism for overall supervision of homework and incentive and restraint, and reduce the total amount and duration of homework in an all-round way. After-school services during the compulsory education stage are fully covered and fully guaranteed for students in need.
Start the construction of characteristic schools for ordinary high schools, and arrange the construction of a batch of characteristic high schools that rely on national curricula, covering the humanities, social sciences, science and engineering, arts and sports, science and technology and other fields. Expand the autonomy of enrolling students for characteristic high schools, and independently put forward requirements for meeting the subject requirements of the high school entrance examination based on characteristic subjects.
In terms of higher education, support Shandong University, Ocean University of China, China University of Petroleum (East China), Harbin Institute of Technology (Weihai) and other ministries and universities in Shandong to strengthen the construction of “double first-class”, and strive to achieve world-class levels in several disciplines.
Build a rehabilitation university, and prepare for the establishment of high-level innovative universities such as the Aerospace Information University. Support projects such as the Longshan Campus (Chuangxin Port) of Shandong University and the expansion of Qufu Campus of Qufu Normal University.
Encourage kindergartens and primary schools to appropriately extend after-school service hours
The “Planning” shows that the provision of after-school services for primary and secondary school students adheres to the direction of public welfare and benefits, incorporates after-school services into the calculation of teachers’ workload, and encourages and supports kindergartens and primary schools to appropriately extend after-school service hours.
Starting from the first grade of junior high school in the fall semester of 2022, art subjects will be included in the high school entrance examination. Establish an examination system for the academic level of secondary vocational education.
Select and build a batch of provincial-level demonstration zones (parks) for the integration of production and education, and implement various forms of mixed ownership to run schools. Each city divided into districts will build at least one shared large-scale intelligent (simulation) internship and training base to support the construction of the Shandong (Jinan) intelligent simulation public internship and training base into a national-level base. Promote the in-depth organic integration of innovation and entrepreneurship education and professional education, and study and formulate guidelines for the integration of innovation and entrepreneurship education into professional education in Shandong colleges and universities.
