How does the NBA Draft Lottery work?

14 balls are used, which are numbered 1 to 14 and placed in a machine. 4 retire and the 1,001 possible combinations of four balls are distributed among the 14 teams, according to their record from last season. This draw is done four times for picks 1, 2, 3 and 4, and from 5 to 14 they go in reverse order to the mark of the previous year.
